SYNOPSIS

In order to provide their territory with additional income, the four mayors of poor rural municipalities in the south of France have formed a plan to operate a wind farm at the top of their mountain. However, for these forerunners of sustainable development, the undertaking turns out to be complicated and the snags numerous.
