SYNOPSIS

Sigurd is keeping an eye on the government, especially the government's surveillance of its own citizens. But Sigurd is afraid that he is becoming paranoid. Would the authorities go so far as to physically monitor him? Is Sigurd being terrorized, or is he the potential threat?
