SYNOPSIS

Battery-operated radio, ice hunting, endless phone scrolling and pondering as to when electricity would return have become a norm for the residents of Palawan. So when it does, people rejoice, appliances buzz, and music blares throughout the town. “Brownout Capital,” as once proclaimed by a politician, captures a world where different townsfolk are constantly anticipating the light’s return.
