Victoria Peralto Cruz was given up for adoption at birth and grew up in over 20 foster and group homes. After aging out of the foster care system, she became homeless, on and off, for several years, including while attending USC Film School. She graduated from USC with a degree in production and screenwriting. She pledged to her street family that she would tell their stories. Her first professional short film, Venice Neverland, Street Kids of Venice Beach, consisted of interviews of the teens she lived with on the Venice Boardwalk. Road Dogs is a proof-of-concept short film about some of her experiences in group homes and on the road, sleeping under the stars, or under a car, or other places where she laid her head.
